Does the Photographer make the camera or does the Camera make the photographer

I hear the same question over and over again,  in the photography world "what camera do I need to get the best photos"? The 2 most popular brands at the center of this topic of conversation are either Canon on Nikon. Lately I've also been wondering what is the best camera to purchase before I go into the professional world of photography after I graduate. Well I found an interesting article that dispels the argument that you need a specific camera in order to take great photos. This article tends to make one believe that it's not the camera that does the work but the photographer instead. In other words the photographer makes the camera and not the other way around.
